Graduated Licensing in British Columbia
In British Columbia, new drivers follow a structured Graduated Licensing Program (GLP) to ensure safe and gradual skill development. The process involves several key stages:

1. Learner’s License (Class 7L):

  • Must be at least 16 years old

  • Pass a written knowledge test covering road signs, traffic laws, and safe driving practices

  • Pay the applicable fees

2. Learner Stage:

  • Practice driving with a qualified supervisor (a fully licensed driver with at least two years of experience) seated in the front passenger seat

  • Display an “L” sign on the back of the vehicle

3. Driver Training:

  • Enrolling in a certified driver training program is highly recommended

  • Professional instruction can enhance safety skills and may reduce the required learner period

4. Road Test – Class 7 (Novice License):

  • After holding a Class 7L license for a minimum of 12 months, you may take the road test

  • Successful completion upgrades your license to Class 7N (Novice)

5. Novice Stage (Class 7N):

  • Must display an “N” sign while driving

  • Maintain a zero blood alcohol level

  • Comply with additional driving restrictions

  • Hold the Class 7N for at least 24 months with a clean driving record

6. Full License – Class 5:

  • After completing the novice stage, take the Class 5 road test

  • Passing this test grants you a full, unrestricted driver’s license

Support for Student Drivers
At ICBC, we recognize that learning to drive is a major milestone. We are committed to ensuring that student drivers receive the support and education they need to become safe, confident drivers.

Through our Graduated Licensing Program and a range of educational resources, students gain experience in a gradual, structured way that prioritizes safety. We offer materials and courses focused on defensive driving, impaired and distracted driving prevention, and responsible driving habits.

Additionally, ICBC rewards safe behavior with benefits such as reduced insurance premiums for drivers who maintain a clean record. We are proud to help students build a strong foundation for a lifetime of safe driving across British Columbia.
